
I think its central meme--a nice, two-iamb, bumper-sticker sized thought unit--might have been able to do even more damage to the GOP if it had been run earlier. It's not like the message is terribly time-sensitive.
With George "On-Message" Bush becoming his own worst campaign enemy--unable to resist turning the conversation back again and again to Iraq, whether because of stubborn petulance or the simple lack of anything else to point to in his defense--steeping voters in those three magic words would almost certainly throw fuel on the flames of the GOP's current predicament.
